On some missions I have downloaded when I bring up the map my plane and flight are at the top and sometime off the map. I can drag the map in all directions except to bring my plane into view.

I am not a mission builder but would like to learn. Is there a way I can edit another builders mission and change the positioning of the map?

Mission builders don't have control over the positioning of the map in the briefing view. Thats a preset value.

If I understood your question I agree that there is not a way to move the map.

You can move the in game flight map to any place you want on the screen by
clicking on both mouse buttons and holding them while moving the map around.

Flying Nutcase has a nice site for learning how to use the FMB when you want to learn how to use it.
