HardwareShaders will go to =1 once you select the right Radeon entry in il2setup - the one W
ITH all the type numbers. Never mind it does not list the X1950 specifically. The one with the numbers and all the xxx is the one you want.
You can also try to edit it with notepad and fill in =1 - check it sticks after running the game.

Run CPU-Z and GPU-Z from http://filehippo.com (or google). Those two utilities will tell you everything about your system. HT will make a single processor appear as a dual one and a dual one as a quad one to programs and OS. the extra cores are sort-of simulated ones. Not as good as the real stuff, but better than nothing.

Also run dxdiag again and set Hardware Acceleration to Basic or Standard under the Sound tab by dragging the slider to the left. Full Hardware Acceleration is a bad setting for IL-2.

No, it's not.
Not if you have a sound card capable of running it. (Having its own sound processing unit, the Audigy ZS has one)
And And have an OS that allows it... like XP.

How do I get rid of those stutters?

With that CPU and Graphics card, combined with that (rather high) resolution, my guess is you'll have to switch Landscape detail from Perfect back to Excellent.

Sorry, I disagree.

My XP Pro 4 GB RAM with X1950Pro 256MB 256 bit PCIe x16, AMD X2 4000+ ran "perfect"mode 2048 x 1152 4xAA 4x AF Cat 7.11 perfectly fine - no super high FPS, but good enough.

I suspect there is something running in the background that keeps the P4 from working on
IL-2 causing the stutters, or the action has a lot of small calibre AAA (with smoke tracers), a lot of water with water=2 setting, or a lot of planes flying/big city to render

I never noticed much drop in performance between 1280 x 960 and 2048 x 1152. The fps is a little less, but not something that ever worried me. I did always use triple buffer in OGL settings for the card, Vertical Sync Off, and used Ray Adams ATI Tray Tools instead of CCC.

The only other reason I can think of is that it is an AGP card.

In that case forget it. It's not fast enough on AGP.
A dxdiag and conf.ini posting would tell us more and help us help you.

Max, your compairing a AMD Athlon Dual Core with a Intel Pentium 4 Single Core system...
And an AGP 4x/8x slot should be more than enough for that card.

HardwareShaders is perfect mode, =1 is on, =0 is off. Hyperthreading can be turned on and off in the BIOS.

What is the onboard sound used for? If you are not using it disable it in the BIOS.

Hard to say, each motherboard has it's own BIOS settings so I don't know what section it's in or what it's called, just go into your BIOS and look around for a hyperthreading setting. I know the BIOS can be a little scary for the uninitiated, but if you don't change anything you can't hurt anything, so feel free to look around.

Look for something with Audio, if its On/Enabled set it to Auto or Off/Disabled.

You can always Set Default's in the Bios if things dont work like they should after making changes.

This, and set hyperthreading to disabled and see if it helps.

I have an Audigy 2 ZS.

Running under XP Pro on stereo settings, without using the EAX mess.

When I set it to Full Acceleration I get echoes, "super hearing"(hearing firing on the other side of the map), and other sound problems. No such thing on "basic" or "standard". This has been true for years. IIRC from the time of FB 1.0. Sturmovik Original never had these problems and IMHO better sound.
