You need to set them up while airborn. Launch the quick mission builder, hit fly. Once in-flight, hit escape/ hit controls/ slide down to the bottom, hotas set up. set desired axis's/ hit apply/ return to flight. Rinse and repeat

Try calibrating using the CH control panel. Sometimes this in necassary when installing for the first time or moving to a new USB port. A.K.A.

That is correct under Win XP. Windows assigns the ID number automatically to your controllers. Your pedals most likely have ID#0, joystick ID#1, etc. You cannot change those assigned numbers, although there was somewhere on the web a little program that allowed to do so, I cannot remember where though. So, Il-2 "thinks" that your primary controller is ID#0, in your case - pedals and therefore you have to go manually through the process of assigning each key to each of the buttons on your stick.

Another note, IL2 only supports 4 game devices. If this is your limitation be sure to combine your CH gear with the CH control Manager. ie. I have my FS, PT, PR, and FY combined to 1 logical device. A.K.A.
