I don't think a re-install of 1946 will help here.
What's puzzling though, is the contents of the log file. Are you sure it's the one that was created while you were running 4.08m No Mods?
If so, then running that 'No Mods' version, -via the switcher - is not really a 'No Mod' version...

Basically, yes, do re-install it. So it's entirely MOD free.
Then show us the contents of Sound.log, after it has failed to start again.

Me thinks there's something wrong with your DirectX Sound device.
That's not really a 1946 related issue. But it does stop it from starting.

I'll try and study your DxDiag stuff once more, you try the clean and fresh install.

After we get 1946 to start, you can go and install whatever you want on top of it...

Edit: What's the precise make and model of that motherboard you are using?
