What does this mean?

"523 X 8

Core Volt 1.282

Mem 9 9 9 28 @2000"

The Mem are ram settings.
What are the rest and how did you get to
4.mhz with your E8500?

If you don't know what these settings are you need to do a little more research into overclocking before you try it yourself or you may damage your hardware.

Those numbers are FSB times Multiplier=cpu speed.

Well thats what I was trying to tell you, it's not simple, there is no simple answer. Overclocking is a process and is very much dependent on each individual component and is not something you can copy and paste settings for. Another good resource is www.overclock.net , they have many FAQs and guides you can follow but you need to understand what is happening before you start changing settings or you can literally fry you chips. Do some research, study up, and then you can see how fast your chip can go.

gdfo Ufuru_Shinjiro is correct.

Overclocking settings are unique to every system and the possibility of killing your chip from applying settings incorrectly is ever present.

Best bet would be to head over to Anandtech or overclock.net, post your system specs and ask for advice.
