EVGA PCI-E Nvidia 8600 GTS 512 mb 128 bit memory (shader 4.0)
2GB DDR2 800 memory (ordering another 2gb)
160 gb 7200rpm 3.0 gb/s

Vista 32 bit (thinking about 64 bit) good/bad?

Low(1)/Medium(2)/high(3)/highest(4)

Game Play on mix of medium and high graphics, its a pretty choppy especially when on the observation areas. I have defragmented my drive about a week ago. All my equipment is vista compatible.

Any ideas as to why my gameplay is choppy? Its not like extreme choppy, but i'd say its about 20-40 fps.

What resolution are you running the game out?

Gee, no wonder!

Your resolution is WAY too high for the vRAM on your video card. I would lower your game resolution (if you can tolerate it, try 1024 x 768 with AA x3 through in-game settings). You should get a MUCH better FPS at this resolution.

@aquietman: install the AMD dual core optimizer.

blind he says he's on vista so cant use the optimiser.

Right. Sorry.
But then i say: make sure you have installed Vista SP1 (and newer performance updates).
