i cant find the people im suppose to eves drop on

well you first have to go and do the all veiwpoints in whatever city you are in and within that district if you only half way through the game or where ever you are, but if you have done that and are near where you are supposed to eaves drop. then first sit down on a bench and look for two people just standing there or look around till the game show you to press the button to eavesdrop.of you can't see them from that seat then go to another. if your more specific which town you are in i'm might be able to help more.
