PC software is the same world wide, there are no restriction on any of it, the only problem you may have is the bonus video DVD will most likely be coded as region 2 so wont play on an American region 1 DVD player/drive. No, you won't have any problems with playing the black edition as long as you meet the minimum system requirements. However, you'll have to install the official patches based from the countries version. If for example I was to buy AC2 from Europe, I'll have to install official European patches of the game, if I bought it from the UK, I'll have to download the UK patches. Hope this helps.
