I have the same problem, just installed it onto my new computer. In the cutscenes the animation takes twice as long as the sound, even during gameplay it's slower than it should be.

both of you have budget range graphics cards so wont havw any were near the power of a gaming card. try running DX9 and lowering some of the graphics options as a budget card wont run this at full.
