I have installed the latest patch listed on ubi.com, and my game version is 1.06. I tried on-line play today for the first time and see lots of players with version 3.01. How does one get this version?

That version is in fact the stand alone expansion, "Tribes of the East", you'll need to buy the expansion to play against others who are using it.
