I patched farcry with the v1.4 patch.
Then i tried playing multiplayer and for example on the surf map, the grenade launcher does not shoot. Its the same with other guns and other maps.

Any solutions?

You mean that it's like that with all guns on all servers or just the grenade launcher and/or rocket launcher +perhaps a few more?

Many servers prohibit those weapons because they are far overpowered

1.4 changed the way the OICW shoots. You need to hold the scope up and the fire button down for a few secs. This was done to prevent nade spamming.

did that effect single player as well?

No, only multiplayer.
The 1.4 patch was supposed to not affect single player at all but there is a problem with the patch in single player. Enemies can see through and shoot through some walls like canvas tents and some buildings.
If you only play single player then use 1.3, if you go online use 1.4.

It was not broke in 1.33 so all you need to do is remove the 1.4 patch. Alternatively, you could use DocSeal's unofficial 1.41 patch which fixes the single player issue and still lets you play in 1.4 servers online.
