FIDE published new regulations which will come into effect on July 1st.

The rating list will be published every 2 months (now it was every 3 months) and the K factor was increased from 10 to 20. Meaning that the whole thing will be more dynamic, because bigger K allows bigger rating changes. You can gain/lose twice as many rating points as before (for the same result).

If I understand right, the K factor will not change on July 1st, 2009. Instead there will be a one year trial period. After that they will decide if they will change it or not.
