It means that x seconds are added to your time after each move. It's called increment.

Yes, its called incrementation. You can ofcourse set it up to whatever incrementation you wish. Say if you want a 2 second incrementation after you have moved to be added to your counter clock. Then you can. Or if you do not want it at all you can set to 0 so that it doesn't add up. This is particularly useful if you want to play the longer games without the worry of your time running out.  If your very busy like say you need to out to work or shopping etc, then you can just set the timer as well as the increment to a lower number possible to save you time so that you can complete the game quicker!
