There's good spending and there's bad spending. The spending on the war and the institution of other policies created the situation that required the relief spending in the first place.

Ughhh... we tried this in california and it's not working out too well. We're getting a lot of short sighted legislation, a lot of pass the buck legislation, people are leaving office before they can see anything through and the people who take up their positions don't care about their issues, they got elected to take care of prjects that they care about. Legislation is dying before it can even be tabled because it's supporters are gone, and the shorter terms have done nothing to increase honesty or reduce the pull of special interest lobbies. Then there's the obnoxious fraternity attitude of legislative bodies, they don't like to listen to junior legislatures and we have people unable to be anything but.

Ghengis, you obviously missed the correction. That's why it didn't work in CA. You guys were trying the wrong thing.

@John; Shorter terms for Congress the way I see it is to not allow them to serve longer than 12 years. Or three terms.
Most political plans are made with a 10 year cycle in mind. Presidents rarely see their own legislation come to fruition.
I just don't think Beuracrats need to be in their position for 20-40 years like we have now.
I am not as concerned about State level either. Mainly Federal.
