I'm having this problem too, but in different circumstances:

I'm on a Dell Precision M20 laptop with 1GB of RAM and a 1.6 GHZ Pentium M processor on Windows XP Pro. My video and audio are out of sync and when it comes time to play it's waaayyy too fast. Unfortuneately, I don't have a dual core...

There are two solutions for that:

1) Read the following thread explaining the problem, the third post contains working links to the program: http://forums.ubi.com/eve/forums/a/tpc/f/401101532/m/538102532?r=538102532

2) Go to Start > Control Panel > Power Options > set the "Power Options" to "Always On". This setting will consume more power from your battery when the CPU is not under full load so it would be best to change the power option back to its previous setting after you quit playing the game.
