My theories:

1 - In the events of the debut trailer, Chicago was not entirely destroyed, only the main street region near Adam. In the trailer you can clearly see that the street near Adam crack exactly in the middle of it and go on...
And a lot of buildings is still standing apparently untouchable in the left and right sides of the street region.

2 - Maybe the "earthquake" thing is somewhat connected with Adam?

Not so sure Adam triggered those earth-quakes...

More likely it's that Ruaumoko...maybe a mining company that tests their new device and then the city is evacuated.

I'm a bit suprised by the lack of water though, maybe it quickly becomes contaminated over time.
