Why the new rules post and then the next day a post saying MUST READ?

It would have more helpful to me if whatever is the new part had been called out in some way (boldface? undeline?) so I knew what I especially needed to pay attention to.

Should I ask mods? Or is the whole concern somewhat moot here because we have so little traffic?
