Have you tried unzipping the file and see if there is a readme file contained in the folder? If there is read it and it will probably tell you how to install it. Unzip to C:\Program Files\Ubisoft\Silent Hunter Wolves of the Pacific\MODS
Get JSGME. Run it, you will see the mod listed on the left side as: 600 Slightly Subnuclear Deck Gun Click to highlight, then click the > It will be installed and you will see it on the right hand side. Be aware that this also modifies your AA weapon ammo as well. You can combat surface in the middle of a convoy and sink it all in a matter of seconds. I am the author and it is installable with JSGME. That way you can uninstall it when you get sick of being so damned good. Pssssst! Listen carefully. ALL gun ammunition is slightly subnuclear. This specifically includes 40mm and 20mm AA ammunition. Getting any bright ideas???? Heh, heh, heh! Slightly Subnuclear Deck Gun is a total lie. It is actually Slightly Subnuclear ammunition, which will work in any gun on any submarine or (I believe and have been told) any player-controlled surface ship and with any mod combination.
