You have to use the multiplayer server list to play...unfortunately GameSpy is the only way to connect. Refer to this post.

I thought you could play co-op on a dedicated server with anybody ? I don't know for sure, haven't tried it !!

Yes you can create a dedicated server on your system.
But the software used is GS and you use its network for plaers to join. As Bugsy stated. Unfortunatley its not a dedicated ip to ip like Ghost Recon one. |

You can also can host or play lan game over the internet using hamachi but you and you friends have to use hamchi also.
