If you search the marketplace there is no listing available for Splinter Cell and the only listing for CT is the full game as seen Here
That said if you search other games known to have dlc they also dont come up, so likely the only thing you can do is to actually load up the game and check that way. Some games have a download option within the menu and others will prompt you to check content on loading the game
If by DLC you mean the 'extra' missions, etc. that were originally available for the games, yes, they are available through the in-game menus once you have access to Live. I have d/l them several times due to replacement boxes or corrupted content.
The game's multiplayer portions do work with XBConnect, but I don't believe that you can get the DLC using it. You can only use it or Hamachi servers to play the MP portions of the game(s).

Okay thanks, but is there any way you could check if it shows up? I kinda don't want to pay for live on a dead system just to pick up a few extra missions.
Like, do you have XBConnect or anything? I havn't been able to try it because i have yet to get a long enough ethernet chord.
If you are on the Xbox, and not the 360, then you can get the Tom Clancy Companion Disc that was a bonus with preorders for Rainbow Six 3. It has the 3 bonus levels for SC1 on it. There was also an OXM disc, I believe with the two DLC levels for SCPT.
If you are on the 360, then you are out of luck without Live.

All right. One lastthing. If I was to buy an xbox live 1 month gold card (the 360 one) would it work on xbox1, or do I have to try and find an xbox 1 card somewhere?
Yes, you can get a free month if you make a new account on a 360. You can't make it on the website and transfer it to the 360 though. You need to make it on the 360 and then transfer it to the old Xbox.

i dont think you can recover 360 gamertag to an xbox 1. i'll probably just buy a 1 month card or find someone who has an old xbox 1 trial laying around
If you find a 12 month card that is an original Xbox one, that will work for a subscription now, and then when you transfer your gamertag to the 360, you'll just go to a gold subscription automatically.

yeahh but i want to have a full year of gold when i get 360 not just have 6 months taken away by the time i get a 360 because i bought an old xbox card just to download missions. idk.
