There's a hatch in one of the corners of the roof of the room. You have to pick lock it and then time your movements with the lasers until you get to the bugging spot. Don't touch the lasers or the floor.

If you got to the room via the roof, then went under the room, from where you come out - straight ahead is a pipe on the wall that you climb. Once at the top you will shimmy over to the roof of the room and drop down onto it. Just to your left is the trap door to lockpick. **** SPOILER **** Carefully drop into the room such that you are hanging on the edge of the trap door with the hinges. Now drop to the pipe below you and start shimmying to the left, timing your movements when the lasers are off. Work your way around the room until you are in the center with the chandalier. You'll get a 'winch' icon, so lower yourself to the table and 'bug' it. IMMEDIATELY winch up to the top and don't move (stay hidden in the light, so to speak) until they leave the room. Now you can go back down and leave. I'll let you figure out the path back to Emile, if you can't, just come back to this thread and ask.

It's called 'hiding in the light'. If you had played Pandora Tomorrow, there was a section where you actually stayed in the spotlight's circle so the guard with thermal goggles on couldn't see you.
Basically, the men in the meeting can't see Sam because the light is too bright. Not to mention they think that the room is completely secure due to the lasers, etc., and aren't looking around for intruders.

In Pandora Tomorrow, the guard had night vision goggles, not thermal, so he would be blinded by the spotlight and anything in it.
