You won't find Franky in the burning building. You'll just see him running ahead of you with the girl, so run through the building as fast as you can.
Going by memory, which isn't too good:
When the segment begins, jump the obstruction in front of you; go around a hole in the floor and crouch under an overhang, then turn right and enter a hallway; go into the room on your left and look for a burning hole in the wall on your right and run through it; keep running through the only clear passages available to you and enter another room; run toward the window and you'll get a cutscene ending the burning building segment.
