Is it possible to change the soldiers field of view / vision? I thought this might have been possible via the tactical map at one time, but am not sure. Thanks for any advice!

No, the field of view is fixed. Now if you are talking about zoom level, you can use your mouse wheel or the R and T buttons on your keyboard.
