Try this go to the Start menu, and choose Run (Start Search if you're using Windows Vista). Delete anything on the Open line that you'll find there, and type in the word MSCONFIG. Click on OK, and that will bring up a program called the System Configuration Utility.

Look down the list of startup items (not the tab labeled Startup), and choose Selective Startup (if it is not already selected). If you don't see this, make sure you've clicked on General, near the top of the window. Once you've chosen Selective Startup, uncheck 'Load Startup Items', and leave 'Process System.INI file' and 'Process Win.INI file' checked. Once you're done here, click OK, and let it reboot your computer.

Your Windows environment may look different and you may get an error relating to your sound device not working (ignore this for now). Try running the game again. If the game loads and seems to be working, the problem is most likely related to one or more programs you have scheduled to load with Windows. You can then revert the settings back the way they were, and in a trial and error fashion, disable some programs using the startup tab (in the msconfig utility) to try to find the culprit.

If this doesn't do the trick, if any of you are using a tablet this could possible cause this performance issue. Try disabling the tabletinput services. Also, try disabling the antialiasing and anosotropic settings in the Nvidia Control Panel or Catalyst Control Center for ATI users.

i had this issue of only getting 2fps and turning off voice commands fixed my issues, make sure after you turn it off you hit enter to accept changes instead of escape or it doesn't work, try running in xp sp2 compatibility mode, also for some odd reason voice commands resets itself to "active" every time i restart the game, just a heads up although it might not for you

specs are
msi k9n2 sli platinum
amd phenom x4 @ 3hz
nvidia gtx 275 (drivers: 191.03 beta)
4gb ocz reaper @800mhz
wd velociraptor 300gb

Confirmed! Turning off voice command caused the performance to jump from 2fps to 30fps in the Test Performance area.

Test Settings that now get 30fps are:
8x AA, 1920x1080, 60Hz, Vsync and full screen on.
Everything in advanced tab set to High or On.

In DirectX 10 tab
Shadows High, Sun shafts High, Ambient occlusion (SSAO) set to Very High. My system doesn't support DX 10.1 so that is currently off.
