There is, but it requires that users purchase a UE3 license (currently over $30,000 USD). That's for the commercial editor. I may be wrong, but I think the commercial editor for Unreal Engine 3 can open any archive (and the archives that Ubisoft used for Vegas 1 and 2 are .Uxxx)
The cheap way is to use TEXMOD to rip the textures, however, this is illegal, so bear that in mind.

Even for a flop on pc i got to admit that the vision of the artist(s) for Vegas is beyond speech. What i am seeing in game now is by far the best i have seen in any other game for realism. (coding) was the problem.
For a community that had potential to help YOU(UBI) they are the ones lurking in the shadows waiting for something better and you refuse to help. Even yourself.? This I don't understand.
Release some tools to the pc community for an over all better RaInbow 6 division.

Even your own game has an editor.. Graw1 HAS ONE. not sure about GRAW2 i havent checked for one. U should let one out. PPl will quit playing after getting bored of the same old maps.
In his Infinite lack of wisdom, Max Beland decided not to release anything that would allow fans to create content for this game. He must have figured UBI could make more money if they were the only source for content.
Obviously, that decision was very short sited because the game dies before UBI comes out with more content and the game can't compete with games that have hundreds of maps thanks to the community created content.
Their's plenty of time in between titles for more content. But for some reason UBI has not payed enough attention to this title as you would expect. It being such a "big hit" and all. I don't feel cheated so much as confused at this discession.
