I think you've run into the same problem many of us did the first few times we used Dwarves. Runes are not activated from the spellbook, but rather from a little bar above the ATB bar. This bar with the runes on it only shows up when it's the turn of a Dwarf unit being led by a Dwarf hero who knows runes. Each rune can normally be used once per unit at normal cost at the beginning of that unit's turn (doesn't take the whole turn or penalize that unit's initiative to use one) but only ONE rune can be activated on a given turn.
If you have your hero use the Refresh Rune skill on a unit that has used a rune this battle, it becomes able to use one of the runes it already used this battle again for the same cost your paid earlier. If you have the Greater Rune ability, then every single rune you have can be used a second time on the same unit for triple the normal cost assuming you have the resources and that unit has a turn where it's not activating a different rune.
The runes on the bar show up in the order your hero learned them I believe, not in the level order.

hi. i'm stuck in the same spot. how is there any possible way for wulfstan to beat the enemy army? i gut my rump kicked every time i attempt it. i have cleared the land that i can access of all creatures, flagged all 3 mines and 2 dwarven warrens. what am i doing wrong? is using rune magic the only possible way?
