1. Yes 2. Only guessing, but it could be that he moved his deployment zone to an uplink closer to the center of the battle. And you might also have used your command points on supports (air strikes, force recon, electronic warfare) while he was using his on units only.

EFEC has the fastest deployment time, as well as the fastest riflemen capture/upgrade speed, and faster engineer capture/upgrade speed then SGB(JSF has same speed engineers as EFEC). I'm not sure though if JSF has a slightly faster deployment time then SGB or not. It's part of their weak but fast theme.
