are the toebrakes operational with no modifications with a gameport plug into the cougar joystick,or do I need to modify the pedals.

If you are referring to CH Pro Pedals USB, just plug 'em in and if you are running XP, it will recognize the pedals automaticaly. Toe brakes are a cool feature ready for you to map to HOTAS setup in IL-2 / FB.

If the pedals have them they should work.
