This is a mail I tried to send to Ubisoft support:

Ok, here is the deal. I went up to visit my parents during newyears eve and bought a copy of Settlers IV from a book store. It got forgotten when I got back home, but I found it today and decided to try it out. This is the exact time of where my problems started.

1) The upgrade patch wasn't easy to find. Yes, there is a link on the Bluebyte page, but it's a broken link to some obscure Ubisoft folder. I finally managed to dig up some old dusty corner of the Internet for the patch when....

2) ... the patch doesn't work. Yay! I got the "Old file not found" error. According to the forums it's either due to a) an illegal copy, or b) broken install - reinstall to fix. We'll, it's neither one of them since I just installed it from a legal CD (unless the book store has copied it and pressed their own disks, which isn't very common in Sweden).

3) I installed BBGC to see if I could upgrade through that one. Well, maybe I could... if I could just contact the servers.

4) Found a new version of BBGC on your page, but the old doesn't uninstall since it's in a folder which has spaces in the name. Shouldn't you be aware of quotes by now?

5) Finally managed to run BBGC and got told to do the same things as I've just read on the forums. So I did it to prove them wrong. First the installer crashed, and now I get an error message about missing maps when I login to the S4 lobby. And the patch still doesn't work btw. Yes, I've tried with only the systray running.

Is it even possible to run this game, or should I just spare my time and sanity and throw it directly into the trash?

Now that one bounces back, saying that I should visit http://support.ubi.co.uk to get help. Did anyone ever try that address?

So, is it possible to get this game running?

is bbgc and the game on the same drive / partition? i had that problem after i just repartitioned and installed, S4 went on to the boot hard drive and BBGC on C:\ (i dunno why xp is on I:\), and everytime i tried to patch it said file doesnt exist...

Yeah, they're on the same partition. Actually, they're even in the same folder. However, the patch doesn't require BBGC, so it shouldn't matter. Unless it does, but never says so, which wouldn't surprise me at this point.

have you tried uninstalling everything then installing to the default folder. because BBGC shouldnt install to a folder with spaces, like you said it did.

Yup, and tried to uninstall+install to the S4 default folder without installing BBGC, and then again with BBGC.

You didnt need to prove me right or wrong,I was the one who told you in BBGC to uninstall and reinstall S4 with only system tray and IE running.I have been in BBGC for 3 years now and seen this error so many times, even had it myself after reformatting and 99.9% of the times it is all thats been needed to get the game to work.Thats the reason I gave you the information in the first place

Oh, ok sorry about that, but I was kind of frustrated. Nothing worked, and I knew that wasn't the problem.
Anyway. I've solved it now. The solution is to start patching from the lowest patch available, and then start working your way up to 2.50.1516. So the patch does not work for every Settlers4 version as claimed on the site.
One think they would've noticed that by now :/

well it works for everyone else i guess thats why they left that statement.
