for rain, you have to create a shape box around the area you want it to rain, usually the whole map, and then you have to create a storm entity (under entities) and then you go to the shape box, and add the storm entity to it and thats your rain. You can adjust intensity and stuff. THe rain hasnt really been worked out good so you most likely wont be hapy with the results. (when you go underwater, its still raining.. and in buildings ans such.

Could you create a box inside or surround the building and but no rain?
Theory is good isn't it?

To exclude the rain from area you probably do something similar to UEED, make a norain volume around the area

Sortof.. There is no such entity, so you'd just make another area, and another storm entity with 0 rain.
