I think the answer is something like:
Technically YES you do.
In reality though, don't expect amazing performance in LOMAC though.
Want more performance then, think about the following ideas:
1: A new video card - the best card you can buy given whatever budget you decide upon. The GF4 MX cards aren't very good though - sorry. Before any other MX owners respond - sorry folks, but I'm just being honest and realistic. Don't believe me - read the stats and do the comparisons:

2: overclocking - always a fun way to extract more performance whilst keeping costs to a minimum - the dell's probably not going be ideal for this though....sorry again.
3: Tweak and tune your hardware and OS. This post of mine may help - then again it may not: http://forums.ubi.com/eve/forums?a=tpc&s=400102&f=99610606&m=866108921
My advice to you though would be to tune your OS and see how the game runs (get LOMAN 1.52 though and install the alternative textures). If you can't handle the frame rates you're getting on whatever resolution & detail settings you're using - buy a new video card. The MX is well past its "best by date".

Fair comment on the GF4 MX440.
I've got this card and although it runs the game ok (25-40 fps on no detail) it would be nice to see what LOMAC can really do!
Gonna change to an ATI card when funds permit!
