Unable to collect "earned $$ budget" from facebook

Not sure if this has already been posted - but when I am on facebook - and I see my friends posting their leveling up or accomplishments - there is a link to click on where you can earn $$ budget:

When i click on the Earn Budget - i go directly to the game but I never get the budget $$
