my case looks cool, but it must be poorly manufactured. i am looking into water cooling and seeing if anyone here has had any experience with it, and whether you recommend it or not. I want to drop the temp to at least 30-32 C. my room is about 69 F.

A good water cooling setup to get past the 35C mark is VERY costly. You can get it below that on air pretty easy, and rather cheap compared to water.
You just need a decent case which allows proper airflow, and has supports a good amount of fans. Chieftech/Antec has some killer cases based on the Chenming chassis. Take a look at those. From there, just add 2x80mm fans at the bottom for intake, and 2x80mm fans at the top for exhaust. Of course, a decent CPU cooler would be better. Thermalright has the best heatsinks out there, and coupled with a Thermaltake fan...it doesn't get any better than that.
I have an athlon 64, 9800Pro, 450W PSU, and 1GB PC3500...and my setup rarely ever exceeds 33-34C. Only in the middle of summer in the blistering heat without the air on does it get over 40C under load.
Water cooling just isnt worth the cash, IMO.

Case temp is really not all that important, 40c is pretty good. Now the CPU Die/Socket temp is what you should be looking at.

Case temperature is extremely important. Without proper airflow, you can't exhaust the heat from the CPU and other hardware out of the case. If the heat generated from the CPU, vid card, ram, etc... is not dealt with, it will linger in the case, increasing the temperature of the CPU as well. Of course, a proper HSF for the CPU is as important as proper airflow in the case.
Ambient temperature CAN increase the CPU temperature. In the blistering heat of summer does the CPU not get hotter than in the middle of winter?
All of these factors need to be taken into consideration if the user wants a well-cooled system.

It's not as important as the CPU temp. My case sits at 40c and my CPU sits around 45c(using Motherboard Monitor). One thing you have to remember is the case temp is not always acurate, ESPECIALLY if the diode is located between your Northbridge a ZIF socket. That a nasty little hotspot.
