How do i compete?

I've got the sign post (but have no idea how to "update" it. A quest says i need to update the sign post but i see no way to do that) and I have the ring and an adult horse. But everytime i try to train her I get "No tile near the target found"

What am i doing wrong?

"No tile near the target found" just means your round pen is in a location the horse can't get to. Make sure the surrounding area is clear of weeds and that it's not stuck in a corner or surrounded by other buildings. You should be able to upgrade the sign post just by clicking on it, and choosing the Bus Stop. It was a while ago for me, so I'm not sure/can't remember if there are any other requirements involved.
