favor points

I am not getting favor points unless unless one of the 5 unlocked staff members is the consultant on my ward cases. This is not the way it is for other people that play the game. Is there a way to fix this please?

Correction .. I am at a limit of 25 favor points. It gives them in the game, but the counter does not go above 25. I also am unable to get the 'give energy to 10 people' .... I've given the max gifts everyday. Always coffee. It shows I've had none accepted, which I know is also incorrect
