It's like a Saturns ring around the guys weapon. Some vids it is present while others it is not. Anyone know what it is?

Augmented reality. This game makes HUD plausable by having it come off your gun like in dead space games... when you aim down sites, it looks like every other games HUD too... kinda cool.
As for a more precise answer, it is the thing taking stock of your ammo, grenade, and equipment in real time

as hortley said they are you weapon and gadget counter
personally i think its and eye sore and in the middle of a fire fight i don't need important info like my ammo reserves bouncing around my screen like a rubber ball when the s**t hits the fan
but whether you like it or not its here to stay, in their wisdom ubishaft have opted not to give player the option to have a classic HUD or none at all along side you weapons blessed by the church
