texture quality :"low" and "medium" only?!

why is that?wheres the "high"...is this normal or I should get a better graphic card? I have a:

You can only run textures on high if u have a 512 card i know its **** i got sli and 2 7800 gts and got to xml edit if u have some extra ddr wich looks like u dont u can still try tho xml editing http://forums.ubi.com/eve/forums/a/tpc/f/2791043913/m/3021017734 use that form and u can make it say high but intill ubi does some fixes ur stuck with xml editign

yeah you can change it in the xml files, but you know you cant really tell a diff at all from medium to high. I took some pics of both and i couldnt even tell a diff in most of them. ONly small minut things had a high detail.
