Did you destroy the enemy tank outside the parking garage? Until you destroy the tank, the APC is not going to move.

Youu shouuld be told to go up to the roof to get some toys. Go up to the roof and approach the chopper. Enter the chopper pressing ther designated key, and go to the third tab of the weapons screen. Choose BAZOOKA, exit weapons screen and go and destroy the tank. They're waiting for you! HURRY HURRY
