Hard to say what is wrong from your description.
Could be a lot of things from hardware to software...

Start by going to your RUN menu and type in: dxdiag

That will generate a report on your DX system and any conflicts it might be having with SH4.

Make sure you are running DX 9.0c and not DX 10.
You can install DX 9.0c and still revert back later to DX 10 if other games require it.
