Hello! I buy my games via Steam, and I went to gamestop to renew my Game Informer subscription. Anyways, I see that SCC is 20 dollars lower there. On Steam it is still 59.99. Who should I contact who can fix this?

This likely was not an accident. I assume that Steam has to make money somehow as well, and this is their 'cut'.
Also - and again, this is an assumption - most people are too lazy to go and buy a hard copy of the game, so it makes more sense for digital downloads of the game to be more expensive (supply and demand and all that).
Edit: But I think you would contact Ubi for that.
