Explosive shell special attack doing no damage.

I upgraded my EFEC tanks with the explosive shells special attack and used it 8 times in a game on Palmico against Russia. Not once did it do any damage to any hostile's HP or shields. I tried it on: Riflemen in the open, riflemen in cover, gunships, transports, artillery, Fast Attack Vehicles, and Force Recon tanks. And before anyone says anything, yes, I'm sure they actually do the attack. I press the Y button, here them acknowledge it, and watch them let off attacks that make very large explosions directly on the enemy, and the bullet icon disappears.

from what ive seen the EFEC tank special attack completely drains the target's shield,

the explosive shells, if i recall ccrrectly, work best on garrisoned infantry
