I tried to create an online account and it replied they are not accepting Dial-Up at this time. Therefore, my money was partly wasted. Can I resell my CD eventhough I registered the CD?

No you can't, not without including your login name and password in the sale.

All you have to do is lie to it and tell it you have a different connection . Dial up will work just fine fine , especially if you can handle an occasional long download .
