When i play on the TOW i cannot use any mission supports such as airstrikes or electric warfare because i am unable to upgrade uplinks , why is this?

Well first off, the map has to be 'in range' of an army base/ air field to even be able to use Force Recon or Airstrikes. Secondly, your faction has to control that close by base to be able to use it. Lastly, for Force recon and EMP you have to have purchased the upgrade from the barracks.
Force Recon and Air Support are only provided on certain conditions (look above ^^^) but Electronic Warfare is available EVERYWHERE.
