When I'm in heavy fog (TMO and volumetric fog) my watch crew can see the enemy long before I can. And the enemy can see me long before I can too. Anyone else had this problem? Can I fix it somehow?

You can reset the weather using the CTRL N key command.

I wouldn't reset the weather, use it to your advantange, that's what it's for. You reset the weather, everyone is gonna see. Reset the weather with ships near, they'll end you for sure.
You can cut volumetric fog off...helps some.
Also try adjusting gamma.
The colored lens mod helps some, I'll find it if you want.
Try trusting your crew. If your crew can see them, use the bearing they give you and try to lock on. The TBT is better than the binocs anyway and with the colored lens, I can usually spot them when my crew does. Use the icon for nearest ship spotted and keep trying to lock on. If your crew can see it, you can usually lock on even if you cant see it. Pull the stand down and the ship outline will usually show in the highlight of the stad.
If you lock on, study the spot hard enough, you can actually see the smudge where the ship is. I can usually see the outline if it's fog before they spot me. Again, use your radar to keep enough distance to where your crew can see and they can't...don't head toward them.
Your crew can see before they can, so keep that distance. No need to get close enough for the enemy to see you. Now, if they have radar they may start chasing you, so keep your distance.
Keep enough distance and shoot the enemy blind with your deckgun by radar or sonar. You can take out total convoys without ever seeing a thing.. again be careful if the enemy has radar because they'll chase you. Nothing worse thean a fast DD running up your stern.
Here is a battle I did not long ago. Course this was a storm with rain and fog, but fun to attack blind.

Sounds like you may simply have to re-adjust your gamma or, more probably, screen contrast ratio. Admittedly, mine (contrast) is quite bright, comparatively even at low settings.
Of course, what Wolferz and Wolfe advised also applies. Experimentation is the key.

I don't know how it works but I once tracked a large modern freighter in heavy seas, rain, fog, and wind (are typhoon's modeled??) and didn't see him until he rammed me. He must have seen me before I saw him!
