You must be surfaced, not running in silent running, have sufficient amount of crew in receiving torpedo room. Drag the torpedo from the external reserve to an internal reserve slot, NOT directly to a tube. It will not work if you try to put it straight into a tube. Once it is in a reserve slot you can load it into a tube. The reserve slots are those boxes directly behind the tubes. You cannot move a forward external reserve to the rear internal reserve, nor can you move a rear external reserve into forward internal reserve. You must have enough crew in the compartment in order to move the torpedo. You will be told if there are not enough crewmen. The fatigue level of the crew can also have an effect. You might begin a move and then the crew tires out and stops moving the torpedo. Keep an eye on their fatigue level. You can increase the efficiency of the torpedo room by crewing it with torpedo-rated petty officers and officers. Once you have initiated the move, pausing the pointer over the external slot should show you how much longer the move will take.
