well my guess is that an ied would be stuff like molotov cocktails or perhaps somekind of c4 that has been modified or tampered with to make it more powerful, deadly, or the contrary, weaker or aimed at stunning, perhaps adding some phone to it to make it a remote detonation sort of device.

That's kind of what ied is.
