Anyway, I'm going to go out on a limb and say force recon. Great for holding down uplinks when your units are needed elsewhere.

Level 3 is worthless, you can only have 8 force recon units on the field at a time, and using this puts 6, so the only other you could send would be a level 1. This means you have 2 tanks and 3 FAV/3 riflemen. If you instead use level 2 you can send 2 before reaching the limit of 8, thus having 4 tanks and 2 fav/2 riflmen, this would cost the same ammount of cp to.

another good thing about emp is it can be used anywhere and doesn't need an air base or something. This helps alot when first invading foreign soil.
