Adobe regt help

Hi guy's am trying to make a regiment marking but am having no luck, cant seem to get the transpeancy right.
I have Adobe photo deluxe v4.00 which must be pretty old since I cant remember where i got it from.

This is a rough idea of what I'm trying to acheive, if anyone has a bit of time and can tidy it up for me, or point me in the right direction of what I'm doing wrong, that would be great.

will give it a bump as I have tried all the save options I can and still get the ****ty finish when trying to save as bmp.

Sorry am new to this so am probarly doing something stupid.

Try a solid background color without any dithering. Open one of the other regiment insignias to learn. Save the image as 256 color bmp.
