Kinshasa mission

Hi guys, i have an irritating problem, after the secret meeting, Emile calls to say that Sam must wait in the parking garage. As soon as they leave, i make my down to where the mission started, at the big truck Sam was sitting in when Emile left. Emile never shows up, you can see them on your opsat, but they stay where they are. am i in the right place?
