"blue" places around the cities...

hey all
Im not finished with this fantastic game yet, but I have a question (probably more as I continue play!)
Why cant I get around in all of the cities? A blue "wall" appears...
It's probably a noob question but an answer would, still, be nice!

It's simple, those parts of the cities are not yet available to play, complete the assassinations available and the rest will open up in time.
